NOTICE OF CATEGORICAL EXCLUSION

NOTICE TO ALL INTERESTED PERSONS

The State of Maine, Department of Environmental Protection, has issued a categorical exclusion in compliance with Section C of State of Maine’s Clean Water State Revolving Fund rules, Chapter 595, on behalf of the Town of Orono to exempt a proposed action from the substantive environmental review requirements.

The proposed action is a project named Mahaney Subdivision Utility Improvements. The purpose of the proposed project is to abate combined sewer overflows (CSO). Aging and deteriorated sewer pipe and manholes located in the areas of Forest Avenue, Edgewood Drive, Erin Place, Frost Lane and Mountainview Drive will be replaced or rehabilitated. Specifically, the project entails rehabilitation of approximately 3,500 linear feet of existing sewer pipe. The associated sewer manholes and building laterals will be replaced. The project will reduce the high levels of groundwater infiltration and inflow that currently enters and overwhelms the wastewater system and then, in turn, will reduce sewer overflow occurrence during wet weather and snow melt events.

A review of the proposed action by the DEP has indicated that it meets the criteria for a Categorical Exclusion. Specifically, the proposed action is directed solely toward the rehabilitation and minor upgrading of an existing facility and associated structures. And, none of the criteria which would result in denial of a Categorical Exclusion are met. This exclusion may be revoked at any time if any of the criteria used for its issuance are violated.

Further records in regard to the project are on file and are available for public review at the Orono Town Hall, 59 Main Street, Orono, Maine.
