UPDATE 9/2/21:


Tough End Construction Update - 9/2/2021

  • Pavement shims were completed on Tuesday, 8/31
  • Curb placement is still scheduled for Friday, 9/3 despite the rain on Thursday. Please refrain from parking roadside on Friday.
  • Public Works and WPCF crews will be back Tuesday, 9/7 to continue sewer and drainage structure adjustments and begin constructing sidewalk areas.
  • Final pavement is on schedule for the end of September.

UPDATE 8/25/21:


Tough End Construction Update (Broadway, Middle St, Elm St, Cedar St, Plummer St, School St, Water St, James St):

  • Crews are finishing up prep work for paving this week.
  • The first round of paving is scheduled for Tuesday or Wednesday - 8/30, 9/1. The first pavement layer is the shim, or leveling course that is intended to smooth and level the existing pavement and serve as a base for new curbs and sidewalks.
  • Curb placement will follow the paving, tentatively scheduled for Friday, 9/3.
  • Crews will be back the following week (9/7) to back the new curbs, build sidewalks, adjust sewer and drainage structures, and other work to prepare for final paving.
  • Final paving is scheduled for the end of September.

Dear Resident,                                    


A paving project is about to begin in your neighborhood as part of the FY22 Capital Infrastructure Improvements Plan (FY22 CIP) approved by the Town Council in June, 2021. Locations included in the project include: Elm St, Cedar St, Broadway, School St, Plummer St, James St, Middle St from Beech to James St, and Water St from the end of the new pavement to Broadway. 


There are plans for improvements on Beech St included in the FY 22 CIP, however this project is a bit more involved and may not be started until the 2022 construction season. A notice for this project will be sent out separately when updated information is available.


The scope of this project will include:


  • Sidewalk Reconstruction and Curbs – Existing sidewalks and curbs will be removed and replaced with concrete curbs and asphalt paved sidewalks.
  • Asphalt pavement shim and overlay of the entire street – The roadways will first be shimmed for smoothness and cross slope. Then new curbs and sidewalks will be installed where they are being replaced, and the roads will be overlaid with 1 ½ “ of new asphalt pavement. Driveways, lawns, drainage structures, and sewer manholes will all be matched to the new pavement.


There are no plans available for review for the sidewalk reconstruction or paving phases of the project. 


The entirety of the project is scheduled to be completed by the end of October.
